990311 The end of "old testament" of Japanese economy ?
I stayed at a hotel(so called "motel") in greater L.A. for two months. It costs $40 (about \4000) per day for my family (me ,my wife and my daughter) to stay there including free breakfast.The maids of the hotel were hispanic people.They were not good at speaking English.I heard their wage is about $5 or $6 per hour.
I wondered if ordinary Japanese people worked in the U.S.A., how much they could get.Perhaps they could get $5 or 6 per hour at most like those hispanic people,because they are also not good at speaking English .But in reality ordinary Japanese people get more payment in Japan.Why can they ? Is it because they Japanese have more efficient skills than those hispanic people? I don't think so.I think they Japanese have almost same level of efficiency as the hispanic people.
Even nowadays,some Japanese campanies,for example TOYOTA,Honda,SONY,Panasonic and so on,have survival powers in the US market and the world market.Only these few companies ,I think,get a lot of money out of Japan.The money has been re-allocated to other Japanese people by high wages , high commodity prices ,inequality of tax and so on.
Perhaps there was a kind of silent social contract (so to speak "old testament") that if these highly efficient companies permit that re-allocation ,in turn other Japanese people will cooperate with the companies,especially to provide cheap labor.
But now isn't this "old testament" beginning to lose validity? We Japanese no longer have reasons why we can get high payment just because we are Japanese.
Those Japanese people who can not speak English and do not have a high level of efficiency,I think, had better expect that their payment will be $5 or $6 their whole life.
二ヶ月ほど、ロスアンゼンス郊外のホテル（いわゆるモーテル）に滞在した。家族三人朝食コミで、一泊40ドル（約4千円）だった。そこでのメイドさんは、いわゆるヒスパニック系の人たちで、あまり英語がはなせないようだった。聞くところによると、彼女らの時給は、5ドルから6ドルぐらいだろう、とのことであった。
もし、ふつうの日本人が、アメリカで働いたら、どのぐらい稼げるだろうか、と考えてみた。おそらく、彼女らと同様に、5ドルかそこらだろう。何しろ、英語ができないのだから。
しかし、多くの日本人は、それ以上の報酬を得ている。それは、彼ら日本人が、彼女らよりも、ずっと高い能力をもっているからだろうか。そうとはおもえない。個人の能力からみるとおなじようなものだろう。
今日でも、トヨタ、ホンダ、ソニー、パナソニック、など、数少ない会社は、アメリカ市場ならびに、世界市場で、競争力を持っている。図式的に単純化していえば、これら少数の会社が、外貨を稼ぎ、それが、日本国内において、高賃金や、高物価や、不公平税制、地方交付金などで、いわば「再分配」されているのではないか。
おそらく、過去半世紀ほどにおいては、以下のような「暗黙の社会契約」（いわば「旧約」）のようなものがあったのだろう。すなわち、生産力の高い会社は以上のような再配分を容認する、そのかわりに、ひとびとは、安い労働力を提供する、とでもいったような。
しかし、いまや、このような「旧約」は、妥当性をうしないつつあるのではないか。
われわれ日本人は、もはや、日本人という理由だけで、高賃金を得ることができる理由を、もっていないのではないか。
英語もできず、高い才能をもっているわけでもなく、ソニーの社員でもない、日本人は、一生自分の時給が「5ドル」のままである（「一生時給600円」階級?）、と覚悟した方がいいのではないだろうか?。
